History and Foundation

The LDK was established in Pristina on 23 December 1989, following Serbian constitutional changes that reduced Kosovo's autonomy within the Socialist Republic of Serbia. Under the leadership of Ibrahim Rugova, the party evolved from a political organization into a mass movement, garnering support from approximately 90% of the ethnic Albanian population in the early 1990s.

The Non-Violent Movement

The party's primary strategy during the 1990s was non-violent resistance. To counter the revocation of Kosovo's autonomy, the LDK supported the creation of a parallel system of self-organization, which included:

  • Parallel schools and educational institutions
  • Independent health services
  • Political bodies and financial networks funded by the diaspora

In September 1991, the LDK organized an independence referendum, and by May 1992, parallel elections were held for the self-declared Republic of Kosova, with Rugova serving as president. This approach sought to internationalize the Kosovo issue and avoid direct military confrontation with Serbian forces.

Political Evolution and Post-War Era

During the Kosovo War, the LDK remained committed to Rugova's non-violent approach, even as the Kosovo Liberation Army (KLA) emerged as a central military actor. Following the war, the LDK dominated Kosovar Albanian politics, winning the first post-war municipal elections in 2000 and the first UNMIK-administered parliamentary elections in 2001.

Since the death of Ibrahim Rugova in 2006, the party has alternated between government and coalition leadership, leading governments under Fatmir Sejdiu, Isa Mustafa, and Avdullah Hoti. However, it has faced electoral decline and internal splits, particularly with the rise of the Vetëvendosje movement.

Ideology and International Relations

The LDK is a centre-right party characterized by by the following ideologies:

  • Liberal conservatism and social conservatism
  • Economic liberalism
  • Pro-Europeanism
  • Historically, Albanian nationalism

The party is an observer member of the European People's Party and is strongly committed to Kosovo's independence, constitutional democracy, and Euro-Atlantic integration, maintaining close ties with the United States and the European Union.

Current Leadership

Since 2021, the LDK has been led by Lumir Abdixhiku. In the 2026 parliamentary elections, the party secured 18 of the 120 seats in the Assembly.
