In the early 1940s, the U.S. Army established the Albuquerque Army Air Base (later Kirtland Field) to serve as a training installation. As the first atomic bomb tests approached, J. Robert Oppenheimer and his team sought a location near Los Alamos to focus on the non-nuclear aspects of weapons development.

In July 1945, the "Z" Division was established at Oxnard Field to handle the assembly, testing, and development of weapons for the Manhattan Engineer District. This site was referred to as "Sandia Base," named after the nearby Sandia Mountains, marking the first official use of the name. While initially operated by the University of California, the laboratory transitioned to the management of Western Electric (a subsidiary of AT&T) in 1949 at the request of President Harry S. Truman.
