History and Evolution

Founding and Early Years

Established on 1 April 1993, the Joint Information Systems Committee (JISC) was created following guidance from the Secretaries of State to the Higher Education Funding Councils for England, Scotland, and Wales. Its primary mission was to provide national vision and leadership for networking and specialist information services across the Higher Education sector.

Jisc inherited functions from the Information Systems Committee (ISC) and the Computer Board. One of its initial challenges was expanding support to a broader community, including higher education colleges and former polytechnics.

Expansion and Restructuring

The organisation's reach grew significantly over the following years:

• 1995: The Northern Ireland Department of Education became a full partner.
• 1999: Further education funding bodies joined as partners, leading to a restructuring of committees to handle authentication, security, electronic information, and learner environments.

In 2000, an independent inquiry led by Sir Brian Follett described Jisc as a "UK success story," praising its world-class network and collaborative approach between the community and funding bodies.

Strategic Growth and International Collaboration

By 2001, a new governance structure was implemented, consisting of a JISC Board and various strategy, policy, and functional committees. Jisc also took a leading role in promoting the Freedom of Information Act 2000 within the academic community.

Jisc has consistently looked beyond UK borders to foster international cooperation. Notable agreements include partnerships with:

• The SURFFoundation in the Netherlands.
• The Australian Department for Education, Science and Training (DEST) for the e-Framework initiative.
• The Deutsche Forschungsgemeinschaft (Germany), DEFF (Denmark), and SURF to create the Knowledge exchange.

Impact and Initiatives

Jisc has managed significant funding injections to launch programmes supporting the research community, including the development of SuperJANET5. Additionally, the organisation has tackled complex legal and accessibility issues, such as the 2009 project "In From The Cold," which assessed the impact of "Orphan Works" on public sector service delivery.
